Industrial Symbiosis Contract
Domestic central HVAC for economic towns through procurement-backed industrialization
Summary
Research overview.
A procurement-backed partnership model that converts guaranteed construction demand into lasting domestic industrial capability.
Economic towns require central air-conditioning systems that are reliable, maintainable and adapted to the New Delta’s climate. This paper proposes meeting that requirement through an Industrial–Construction Venture: a procurement-backed partnership in which a developer converts a guaranteed HVAC order and protected advance payments into domestic industrial capability. An illustrative case models 200 standardized building-scale packages at EGP 20 million each, serving 6,000 apartments. A 25% advance provides EGP 1.0 billion for licensed engineering, tooling, assembly and testing capability, workforce launch and the first component cycle. Under the stated assumptions, all-in cash cost is EGP 16.91 million per package and program cash surplus is EGP 618.8 million. The final 10% may be settled in cash or through an independently valued factory in the economic town, turning part of procurement expenditure into an anchor industrial property. Feasibility remains conditional on OEM support, detailed engineering, milestone liquidity, a controlled pilot, supplier quotations, permits, tax advice and negotiated protections.
Founding question
Can a guaranteed economic-town HVAC order become the liquidity and demand platform for a permanent Egyptian commercial-air-conditioning capability?
Intended audience
Who this work is for.
Economic-town developers, Egyptian manufacturers, investors and policymakers
